Lame mp3 encoder 32 bit

Hello, I use Win7/64-Bit, REAPER v4.402/64-Bit and the LAME MP3 encoder v3.98.3/64-Bit patch. Unfortunately REAPER produced at the MP3 rendering glitches and artifacts. Here's a Sample. I suspect that it is due to the LAME MP3 Encoder v3.98.3/64-Bit-Patch. When I render a wav from REAPER and then convert with foobar2000/32-Bit the WAV to MP3 with the LAME MP3 Encoder v3.99.5/64-Bit, then there are no artifacts. Unfortunately, I can not use the LAME MP3 Encoder dll v3.99.5/64-Bit in REAPER. Yes in my sample are the artifacts very extreme, sometimes it is very subtiel and mostly non-existent. I do not know how that can be.
